Usually there is a pumpboat "Gods Grace II " that goes on Saturday, Monday and Wednesday from Calatagan (In Batangas province) to Tilik the port of lubang Island

One should arrive there before 10 am. to catch it. Usually it is not necessary to book in advance

When I went to Calatagan in January 2010, the actual departure was after midday, because the captain was waiting for the tide to rise to give sufficient clearance.

I understand that dredging operations are underway to allow RORO (Roll on roll off) ferries to embark from there, but there are some problems with sand being swept back in again.
